Report to Congress: Research and Rulemaking Activities on Vehicles Equipped with Automated Driving Systems

NHTSA released its third biannual report to Congress on autonomous vehicle research and rulemaking activities, covering July 2025 through December 2025. The report details agency priorities under new Administrator Jonathan Morrison, including safety oversight, leveling the playing field for U.S. ADS developers, and advancing research on system performance assessment, crashworthiness, and regulatory compliance.
